Ok here my problem.. I just recently purchased a 89 cr250. Bike is solid nice parts nd upgrades clean condtion I payed 300 bucks. Took it home was hoping for just a top end rebuild. But after taking it apart I checked the cylinder it was fairly clean std bore.. no major gouges or scratces.. what was weird to me was that the piston was fried and the rings were missing.. yea gone. So after messing with the bottom end I'm sure the rings are there and have done consideable damage to crank/rod assembly.. so whas my best option rebuild I would like to do it cheap as possible having trouble find ing parts like a bottom end rebuild kit.  Ok there one option. My other option is I found an 86 cr250 working used bottom end on craigslist... will this bottom end bolt  up to my 89 frame.? Also it needs clutch and clutch cover I was hoping to use my 89 cover and clutch.. this would be heaper since I got him down to 60 bucks for motor.? Help and advice much apprecaited thnks for ur time..

On face value the '86 complete motor would bolt into the '89 frame, but after that you might run into some strife.
The waterpump plumbing is different between the two due to different pipes. You can't swap the waterpump/clutch covers around due to changes in the powervalve actuator in '87. Honda made alot of small unseen changes during the mid eighties that create issues when swaping stuff around between years.
Best bet is stick with everything '89.
Hot Rods do a complete crank and rebuild kit for about $150. That's what I'd use.

You are dealing with a 20+ year old motorcycle and, trust me, everything you find will be worn out and nothing but head aches. I'd "bite the bullet" and buy new parts to recondition the motor, it'll be much cheaper in the long run. ;D

Thanks guys this helps a lot..do u have alink to where I can purchase hotrods crank/rod rebuild kit? I've honeslty look on ebay and some sites doesn't seem like much out here for 89..besides a rod kit. No cranks incl?

Sorry, my mistake, looks like they only do a rod kit for the '89

Can I just have the crank taken apart and re done at a shop? And just give them the rod kit and have them put crank/rod  back on..? And what's the cost for this roughly?

Wiseco do a rod and pro-x do all the bits needed to rebuild a crank.

Yes, best bet is to just take in crank to the shop, and just get them to supply and fit new rod kit.  Get a couple of quotes from reputable places and you should all be good.
Can you split the cases yourself?

I plan on buying a rod kit, and I'm working on splitting the case without a "true case splittier tool".I'm using a tri steering wheel puller. But right now I'm working to get clutch off,I think I'm going to need to purchase a clutch removal tool and flyweel removal tool.when I split case I plan to take crank/rod assembly to local shop and have them install and rework the crank.?this seem to be the cheapest and best way for me to go.

If your Honda is anything like an 07 Suzuki 125 then a clutch removal tool won't be needed, if you use a buzz gun then that will undo the nut without any need to hold the clutch in place.
