Stiff Clutch Cable!!!!!!!!!!!!

my clutch cable is abnormally stiff. It's annoying because I get serious arm pump especially when I'm in a moto. I read that teflon wrapped cables don't need lube, is this true? my is teflon wrapped btw. also, when i got the bike the cable was stiff and when my cable frayed and I bought a new one, it was still stiff!!! plz help...

If it has done it with 2 cables, its not a lube problem.
How are the clutch plates? Any idea when the clutch was last serviced?

The clutch was last serviced in April 2010 when my power valve was getting replaced. The guy said the plates were fine but I did half to get A new clutch basket.
