Is that a Clarke CR tank?
When the Bing choke detent spring gets weak what I do as a quick fix is take a short piece of fuel line, slit it length wise and slide it underneath the choke knob when starting. I then "snap" the fuel line piece over the fuel line to the carb to store it till next time.

Ah, good idea. Actually, that carb is brand new, it just doesn't stay up when you pull the choke up.
Yup, it's a Clarke CR500 gas tank, like 85/86/87 something.
