When reading through this carefully I found this one line that was highlighted on the second page;
Legal For Use ONLY In Competition Racing Vehicles
Not Legal For Use In Any Other Motor Vehicle
This is a very important distinction... if your not racing, why pay extra for racing fuel??
The fact is that approximately 70% of motocross bikes sold in California never see a race track. This one fact has been most responsible for the proliferation of four-strokes than any other reason. The manufacturers did not want to "lose" those sales. So instead of working on fuel-injected two-strokes they chose to switch to four-strokes.
This is all spelled out clearly in the EPA regulations which also document some of the meeting with the manufacturers.
Competition vehicles actually used for competition are exempt from all the EPA regulations!!
