Title: 77 125 Elisinore carb

I just put together a 77 125CR Elsinore basket case. The carb was apart also. I put it together using a stock 140 main jet and 45 pilot. It ran very rich. I dropped the float level .100" and raised the needle clip and  but it was still rich. Finally I put in a 128 main. Now it clears out on top but is still rich at low and mid rpms. The carb seems to have a little film of gas setting in the air cleaner side of the snout when I remove the air cleaner. It is the stock carb. I started with the floats at .787" like the manual said and now I'm at .860".  Any Ideas??
