it's because he has no title, which is gonna cost some money to get that all sorted out and an extra 2 hours waiting in the dmv... but thats a good bargain but taking the risk of it being stolen or salvaged, I dunno.

No title is required to ride off road here in Oregon , both my yz250 and my dads KDX don't have one. Neither do the majority of bikes I've owned in the past. If the identification number comes as stolen then there is a problem. Usually you can just call up the local PD and run the numbers.

You don't need a license "sticker" to ride offroad in Oregon like you do in the state of Washington?

A ten dollar permit that you need to renew every two years or so is all you need. A more recent thing is an ATV riders permit to legally ride off road.
